  As the heat grows, the effects of the drought worsen. This family was a part of the two-thirds of Rajasthan's population that the government said would be struck by drought. In its "memorandum of scarcity" presented to the Centre in November 1999 to ask for more funds, the state said foodgrain production would be down by half, massive fodder shortages and acute drinking water problems would engulf Rajasthan.
